Ordinance No. 15-1070 adopting Transportation Concurrency Regulations
Ordinance No. 15-1069 adopting the budget for calendar year 2016
Ordinance No. 15-1068 amending the budget for calendar year 2015 as adopted by ordinance 14-1038 for means of appropriations, adjustments and transfers within various funds in accounts in the 2015 budget
Ordinance No. 15-1067 FAILED-Adopting the Budget for Calendar Year 2016
Ordinance No. 15-1066 relating to the animal trapping, specifically adding beavers to the exemption list of those species that may be trapped within city limits, as long as all state licenses and permits have been obtained and state law is followed, amending section 6.08.140 of the Black Diamond Municipal Code
Ordinance No. 15-1065 relating to the general property tax levy and specifying the increase calculated by King County based on last years actual levy commencing on January 1, 2016 with certain changes required by King County in the manner in which the amounts are calculated. Such property tax levy shall apply to all property both real and personal, subject to taxation, for the purpose of providing revenue for public safety for the City of Black Diamond, all as required by law, and establishing the effective date
Ordinance No. 15-1064 levying the general property taxes for the city for the fiscal year commencing January 1, 2016 on all property both real and personal, subject to taxation, for the purpose of providiing revenue for public safety for the City of Black Diamond for the ensuing year as required by law and establishing the effective date
Ordinance No, 15-1063 relating to land use and zoning, repleaing ordinance No. 15-1055, which extended a moratorium imposed on the acceptance of development applications within the Master Planned Development district
Ordinance No. 15-1062 relating to land use and zoning, rezoning 26.26 acres from Master Planned Development (MPD) to residential 4 (R-4) zoning district, and rezoning 130.65 acres from Master Planned Development (MPD) to residential 6 (R-6) zoning district
Ordinance No. 15-1061 FAILED-Adopting Concurrency Regulations for review of Legislative and Quasi Judicial Applications, as mandated by the GMA for transportation facilities.
Ordinance No, 15-1060 relating to Council meeting dates and locations; amending 2.04.010, meetings of the Black Diamond municipal code to change the Town Hall meeting days to the second Thursday in the months of March and October; providing for severablity; and establishing an effective date
Ordinance No. 15-1059 assume the rights, powers, functions and obligations of the Black Diamond Transportation Benefit District, as allowed by SSB 5987
Ordinance No. 15-1058 assume the exclusive right to provide water service to approximately 98 acres located on the City's west side pursuant to Chapter 35.13A RCW, and to conform the 1989 coordinated water system plan service area map to the City's 2009 State Department of Health approved water service area and City annexation
Ordinance No. 15-1057 relating to the establishiment of the Black Diamond Transportation Benefit District, identifying the governing board, describing the functions of the district, describing the manner in which transporation improvements shall be funded and dissolution of the district, all as allowed by Chapter 36.73 RCW, adding a new Chapter 12.06 to the Black Diamond Municipal Code
Ordinance No. 15-1056 relating to the Ad Hoc Advisory Committees formed by the City Council, defining such committees, scope of work, membership, nomination and confirmation process, residency requirements, officers, quorums, terms of office, conflicts of interest, procedures for the adoption of rules, keeping of minutes and conduct of meetings, communications to the City Council, compensation and reimbursement of expenses, and setting an effective date
Ordinance No. 15-1055 relating to land use and zoning, extending a moratorium on the acceptance of applications for new development within the Mater Planned Development (MPD) District for another three months, such moratorium shall exclude any applications subject to the Development Agreements approved for the MPD Developments entitled The Villages and Lawson HIlls; adopting a work plan and scheduling the public hearing on the moratorioum extension for August 20, 2015, and setting an effective date
Ordinance No. 15-1054 relating to water safety, amending the Black Diamond Municipal Code to eliminate outdated laws relating to water safety, to adopt new laws on water safety and to adopt certain state law by reference on the operation of recreational vessels

relating to project permit processing, repealing the City's existing regulations on vesting, adding definitions, describing the procedure for determining the completeness of a project permit application, describing the effect of a determination that the application is complete/incomplete, adding a new procedure that allows the City to determine that an application has expired for the applicant's failure to provide the information requested by the City and prohibiting the "holding" of applications by the staff for indefinite periods of time, addressing expiration of project permit applications, repealing Chapter 18.14 and adding a new Chapter 18.14 to the Black Diamond Municipal Code and setting an effective date
Ordinance No. 15-1052 relating to Land Use and Zoning, adopting Findings and Conclusions in support of the continuance of a six month extension of a Moratorium on the acceptance of Applications for new Development within the Master Planned Development (MPD) District, excluding any application subject to the Development Agreements approved for the MPD Developments entitled The Villages and Lawson Hills

Ordinance No. 15-1048 relating to the medical use of marijuana, adopting a complete prohibition on the siting, establishment, growing, cultivation, operation or licensing of any property, structures, uses or businesses relating to medical marijuana or medical marijuana cultivation (whether individual or group cultivation), storage, sale, delivery, exchange or bartering; adopting findings to support the prohibition, desbribing the manner in which violations will be enforced, and adding a new Chapter 20.04 to the BDMC
Ordinance No. 15-1047 relating to the recreational use of marijuana, adopting operation or licensing of any structures, property, uses or businesses relating to recreational marijuana production, processing, cultivation, storage, sale, delivery, exhange or bartering; adopting findings to support the prohibition, describing the manner in which violations willl be enforced and adding an new Chapter 20.08 to the BDMC
Ordinance No. 15-1046 relating to Land Use and Zoning, amending the BDMC provisions relating to Development Agreements to establish the duration of such agreements to be no more than twenty years, amending Sections 18.66.020 and 18.66.040 of the BDMC
